[Building Sakai] Removing the old Sakai 2.8 skins and supporting templates from Sakai 10

I have the following JIRA:

Describing the removal of the Sakai 2.8 skins and templates from Sakai 10.  The code to support multiple skins and templates will be unchanged so schools can restore the old templates if they like and use settings to switch back and forth.

But since we won't be doing QA on the old skins and templates and won't take bugs on them the code should be removed for Sakai 10.
