[Building Sakai] alerts not sent on Topic or Forum creation

This may be a workaround or just good practice (I won't judge which), but I'd suggest posting an invitation message in the new topic. I suspect that a message with a specific call to action for the topic will drive learner engagement better than an automated "topic is open" message. I've found students sometimes reluctant to speak first and set the tone for a new conversation.
