[Building Sakai] alerts not sent on Topic or Forum creation

We've noticed in our courses that  when Forums or Topics are created no alerts are sent to  members of the site despite enabling all the requisite settings e.g. WATCH conversation etc . They only seem to receive an alert when a conversation is started. Is this the way the Forum tool works or have we set something incorrectly?
