[Building Sakai] Accessibility IE9 lose focus issue

Hi,


We are working on some accessibility issues here. For user only uses keyboard to navigate pages and links,  the user loses focus in IE9 and needs to tab through all the controls in IE and Sakai Portal interface before reaching the desired screen controls.  Here is a video to illustrate this issue. There is a jira SAM-2042 for it. But it actually is not a Samigo issue. It exists in all tools.

Anyone have any ideas on how to fix it ?  It would be highly appreciate for your help.
