[Building Sakai] cannot change from 'authored one-by-one' back to 'Random draw' at Part in Samigo

HI Karen,

I have one question about the "Random draw from question pool" or "Questions authored one-by-one" during the part set up.

I have found in our Sakai-2.8 Samigo, I can change my "Random draw from question pool" to "authored one-by-one" by editing the Part information and save.  However, I cannot change back from "authored one-by-one" to "Random draw from question pool"  since the radio button is grey-out for random draw option choice.

Is this by design?  Or we have a bug in our code or DB?

Many thanks if you could provide any suggestion about it.
