[Building Sakai] How do we enable extra credit Items in gradebook

Hi,
      I have noticed that most of the Jira's related to "extra credit 
items" in Sakai Gradebook are marked as fixed.
Is there any partticular property in Sakai.properties  that needs to be 
set to use this feature?
