[Building Sakai] Video & audio calls in neochat.

Yes, it's the default behaviour.  It's for security. Each time chrome tries to use the webcam or microphone it asks permission first. We programmed for not ask if you already have a current active video call, but when you finish all the calls we decided to release the the resource (there is no need to maintain the webcam recording). I suppose that there is a  way to make chrome remember your decision for a domain. Firefox does.

All feedback and fresh ideas are welcome. 
I would like to receive more suggestions from community.  Now is a good moment to see if we are moving on the right direction.
