[Building Sakai] !user.template - how does it work?

The !user.template.XXX realms works on account types (XXX = account type), and is always consulted in realm lookups. It's rarely used, but we use it for example to allow staff but not students to view official profile photos (with the permission roster.viewofficialphoto).

Hopefully quick question for someone.

What does !user.template do and how does it work?  For example,  is there inheritance like with !site.helper?

We were discussing this in the release team call when reviewing KNL-1024 and no one was sure.
