[Building Sakai] Preventing ScheduledInvocationRunner from running on a node

I attached 2 patch files to https://jira.sakaiproject.org/browse/SAK-23415

One is for adding the properties (commented out) to
default.sakai.properties in config.  The other is for the actual code
changes in scheduler.
