[Building Sakai] plagiarism detection tools

It looks like Viper currently only has a client side Windows app, not any
open API that you can use. They mention a hosted server you can pay for but
not many details about that. I haven't heard of anyone integrating with it.
As far as I know, the content-review service only works with Turnitin.
