[Building Sakai] Problem with CKEditor on nightly2

Hi -

    Something I've noticed on nightly2 that interrupts the function of a 
series of changes I am
seeking to integrate into 2.9.2 (SAK-22283).   When you include a link 
and you want it
to open as "target=_blank", the connecvtor's 'nasty-code detector' is 
offended, and it throws
up an error message on the screen that says you can't do that.  But you 
should.  Indeed, the
default appears to be target=_blank, it is important t6o be able to do 
that with embedded links.
Does anybody know who is responsible for this code ?
