[Building Sakai] CREATE new plugin

Firstly, that is a different kind of plugin entirely. You want to
create a plugin for the rich text editor in Sakai.

Secondly, you probably want to focus on ckeditor since fckeditor is no
longer being maintained for Sakai and ckeditor has replaced it.
