[Building Sakai] CREATE new plugin

Hi all!

I'm trying to create a new plugin for the FCKEditor and start I found this
page:

But the link where the *AppBuilder Plugin* for Eclipse, not found.

Where can find it? If it wasn't ... What development tool you recommend me?
