[Building Sakai] Create/Add Site Batch Servlet call

On 2.9.2, I cant seem to create a site via:

[sakaisite]/batch?_refs=/direct/site

or

[sakaisite]/batch?_refs=/direct/site/new

Has batch been disabled for this?
