[Building Sakai] Random account added when grading? "ags1"

Hi Neal,

FWIW, I was the one that added "ags1" to a bunch of sites on 2.9.x 
nightly to reproduce/confirm another bug 
(https://jira.sakaiproject.org/browse/SAK-23442).

So at least there is an explanation for that part of the weirdness...
