[Building Sakai] Reproduce SAK-23733 - Lessons

Hi, Neal:

To my understanding, SAK-23733 is for those tools/services which have not
implemented ExternalAssignmentProvider API yet.

Assignment is not in that list ( there was an impl of
ExternalAssignmentProvider API), hence you cannot repeat the problem.

If you look at the linked SAK-19668, you can find changes were applied to
both Assignment and Samigo tool.
