[Building Sakai] Sakai 2.9.x Kernel, Sessions, and WebDAV

FYI - The motivation for this change is so we (the community) can figure
out the root cause of this problem, instead of just addressing the
symptoms.

Question for Sam - How will logging get added so that the root cause can be
discovered?
