[Building Sakai] Check out brand new Video Calls

Hi Adrian,

    We've planned to get into production in Lleida and Murcia when we 
release our first stable version of the video plugin, and after migrate 
to 2.9 (as soon as possible). But currently this "plugin" is under 
development process.
We don't want to add new features to Sakai that people won't enable in 
their production servers. In this case webRTC helps us because it only 
uses the server at the beginning and the end of the communication, the 
video and audio streams are sending between peers (no server required), 
so the concern stay on chat protocol. Before we put into production 
here, we'll run a high number of tests (check the use cases document 
[1]) including load testing.

    The functionality is closed for the first milestone (sorry but 
tickets are in spanish [1]), but we want to add some extra functionality 
for the second milestone and we probably need to discuss some points of 
the chat protocol in order to achieve a consistent function in multiple 
browser tabs.
