[Building Sakai] Create new Plugin

What do you mean by "integrates into the portal, maybe even the
Administration workspace?"
Is there an existing tool you want it to act like? In general, you can
place a tool anywhere in Sakai including the admin workspace (and
basically, everything in Sakai is in the portal).
