[Building Sakai] Site Soft Delete only in Kernel 1.4.x ?

There was also this further work in kernel 1.4 for soft deletes - I would consider the work in 2.9 as being incomplete and suggest it is not used at all. There was a bit of a lag between the first commit and the final one which is why it was half done.
