[Building Sakai] Site Soft Delete only in Kernel 1.4.x ?

That SAK-19952 added the UI and Quartz jobs for the soft delete. Those
aren't in until 2.10. The kernel api's and functionality for soft delete
was added in KNL-705 and is in 2.9, but probably shouldn't be enabled
without a way to purge and indicate sites are in the recycle bin.
