[Building Sakai] Basic LTI tool addition workflow

Hi Adrian,

It seems, from my experience with LTI, the trick is in how those things are
set.  There are many places to go for editing this.  For admin, they can do
the following, and this should be all that is needed.  I think the admin
have the ability to lock settings so the site owner cannot modify them.

NOTE: These instructions expect the LTI tool already exists.  If not, see
README.txt in Sakai project google-drive-lti - URL for that repository is
below:

1. Click on "Sites" (left-side menu)
  * Page opens with list of sites
2. Click on ID for the site
  * Page opens with editor for site's information
3. Click on button "Pages"
  * Page opens with list of site's pages
4. Click on ID of the page with the LTI
  * Page opens for editing that page
5. Press button "Tools" near bottom of the page
  * Page opens listing the page's tools
7. Click on the ID for the LTI tool (this will be "External Tool" -
sakai.basiclti, and show imsti properties on the page)
  * Page opens for editing the tool
8. Assign fields (make sure you are setting "imsti.*", NOT "final.*".
    imsti.launch
    imsti.key
    imsti.secret
