[Building Sakai] Security.properties settings

Good day.

We were separating our sakai.properties file based on information
sensitivity, we decided to place our DB and Email settings in the
security.properties file. This file was in the same folder which was
configured as sakai.home within the Tomcat setenv.sh file.

When we started tomcat it fail to load the security.properties file.

Searched for an explanation or guidance on any required configurations
required for it to load this file.
Nothing concrete was found.

Our solution was to add an entry into the setenv.sh JAVA_OPTS variable.
Entry added : -Dsakai.security={PathToSakaiHome}

Restarted Tomcat and the security.properties file was successfully loaded.

We will follow this method unless there is a better suggestion.
