[Building Sakai] Gradebook2/Gradebook

The best way to add custom gradebook scales is to add a file
"sakai-configuration.xml" to your CATALINA_HOME/sakai folder.  Here is a
doc about it (search for Gradebook):

I know this works for GB1 and believe it should work for GB2 since they
share the same edu-services.
