[Building Sakai] Sakai 2.9.0 LTI Configuration

One of my clients (SoftChalk) uses Sakai's support for LTI (IMS Learning
Tool Interoperability) to integrate it with some of it's cloud-based
offerings (SoftChalk Gradebook and Connect). In general, both the
producer and consumer work just fine.
The problem is that every time an LTI tool is added to integrate a
SoftChalk lesson or service into a course, the URL and secret key has to
be manually entered by the instructor or an admin. At one point, it was
planned that Sakai would allow url/secret pairs to be associated with a
domain name or IP number. Charles Severance described this in a video

Somewhere along the (long) process of getting 2.9.0 out, this feature
was lost. This is unfortunate, since it is supported in virtually every
other LMS integration for LTI. SoftChalk considers it an essential
feature for using LTI to integrate with Sakai.
Can anyone tell me what happened to this feature? Is it stealthed or
locked in a way that can be opened with a simple property change? Is
there some clever hack that can be applied? What is the status?
