[Building Sakai] Freezing a Site

In site info, click on add participants and then type 'admin' into the top box. Then select the instructor role & continue. Once this user is added you could remove everybody else (assuming that this is what you want to do). Only the Sakai 'admin' user or other members of the admin workspace will then be able to access the site.

How can I add an "admin" as a "site owner"? As far as I know, only "Instructor" can be a "site owner"? Can you please guide me?
