[Building Sakai] tool's display name change

For Sakai 2.9+ you need to change the tool name and description in this file:

{SAKAI_SRC}/config/localization/bundles/src/bundle/org/sakaiproject/localization/bundle/tool/tools.properties

sakai.postem.title
sakai.postem.description
