[Building Sakai] Sakai Floating chat

The stuff in sfcservice did work on 2.8, but it has been ages since I
looked at it seeing as we (Lancaster) are on 2.9 now. The code in portal is
the most current and if that could be made to work, all the better. You
need both the UI stuff and the entitybroker component.
