[Building Sakai] Applying CAS to 'access'

Problem: CAS isn't being engaged when a user tries to load an Announcement.

We use CAS, and sometimes users will get a link that goes to an
announcement, like this:

https://sakai.ucmerced.edu/access/announcement/msg/201310-10329-ANTH-003-01/main/8613b189-ea13-469c-9a34-a9f66d048317

If they are not logged in, they won't be able to load the announcement.

Can I apply the CAS filter to this request? And is it a good idea? How
would you do that?
