[Building Sakai] JForum for Sakai 2.9.0

Hi Cynthia,

The tag in the sakai svn is not the latest JForum tag. We have moved 
JForum to our etudes svn. We will be releasing JForum to sakai in few 
weeks. And it will be available in sakai svn.
