[Building Sakai] Sakai 2.9.0 LTI Configuration

Once BLTI-205 and BLTI-203 get merged into basiclti trunk we will trigger a new indie tag and release of BasicLTI.

Having some testers of the indie would be much appreciated.   When we have an RC, we will spam all the lists to make sure the use cases are all working fine.
