[Building Sakai] Moving YAFT and CLOG to github

I believe that jquery uses this bug tracker (which I think is Traq,
not the github one):
http://bugs.jquery.com/report

That's not say they don't use the github one for something but it is
not the main one and certainly not where you are supposed to submit
tickets for jquery core and UI.
