[Building Sakai] Understanding locales

Ah, I forgot it... each user has a language preference. By default it will
be the default of your system, but if the user exists previously, surely
(I'm not sure if user has not touched it if changes or if it remains with
the default language from the instant you created the user) you need to
change it "by hand" entering in preferences with the user.
