[Building Sakai] Adding new Basic-LTI tools via basiclti.admin

Hi, George:

The label is not accurate. It should be (sort of):

Click on "Tools Available in System" tab and select "Add External Tool to
System" link to make additional external tools available.

I will file a JIRA and make the change.
