[Building Sakai] Adding new Basic-LTI tools via basiclti.admin

Hi -

    I just installed basiclti-2.1.0, and it works much better than the 
earlier version.  However, when I'm describing
a new tool using the basiclti.admin tool, there's a label at the top 
that says:

" Select the "Add Tool" link to make additional external tools available."


But I don't see an "Add Tool" anywhere.  I do see an " Add Available 
Tool to Site 
<https://sakai13.itc.virginia.edu/portal/tool/50991e2c-1385-4d9f-a57c-f28bc5d3422d?panel=Main>" 
link, but
that only references tools that have already been described. Perhaps I 
am missing
a property or something.
