[Building Sakai] weird email notification issue

The only code I can see for adjusting the syllabus recipients was added
back in 2006. https://jira.sakaiproject.org/browse/SAK-6338

I don't see any jiras related to incorrect people getting syllabus, but I
did see a semi-recent one about the summary option not working, at least in
2.9.
