[Building Sakai] Built-in shortened URL service erroring in 2.9.x

We're testing some of the new (to us) features as we transition from 2.6 to
2.9, and I'm having trouble getting the Shortened URL service to work.

I've got the following set in sakai.properties:

shortenedurl.implementation=org.sakaiproject.shortenedurl.api.RandomisedUrlService

And I see a "Short URL" checkbox in Resource details. When I check the box,
however, I get no change in the UI and this in catalina.out:

INFO Could not process entity: /url/shorten (501)[null]: Could not parse
the incoming path (/url/shorten) and no entity provider could be found to
handle the prefix

Also, it looks like the UI element shouldn't be showing up in Resources as
I don't have the property (shortenedurl.resources.enabled) set, according
to these two links:
