[Building Sakai] Hide a tool for some groups/sections

Sorry, I didn't read your original message closely enough. You might want
to investigate Parent and Child site linking to see if it would facilitate
what you need (i.e. you would assign each section to a different subsite
and each subsite would have a customized set of tools selected).
