[Building Sakai] Hide a tool for some groups/sections

Thanks Sean,

Yes I know about functions.require and tried to use it, but that will not
work.
My need is a little different.
We want to hide some tools (ex. Podcasts) for some students, dependent on
group/section, on a site. So all the students have the same permissions.
Also this might differ on a other site.
