[Building Sakai] Site Language not working (2.9.x instance)

Hi David,

In the ResourceLoader getLocale there is an order of priority, check there to see if something is amiss. Not sure why it works on the branch though unless there has been some additional fixes in here. I worked on some code to do with the site language a few months back.
