[Building Sakai] Site Language not working (2.9.x instance)

Hi All,

We have had our first user who wants to use a site language (French) and discovered that is doesn't seem to work on our installation (2.9.x kernel 1.3.1) and sites resolutely stay in en_ZA. Any ideas why this could be? It works as expected on 2.9 nightly ...
