[Building Sakai] LTI launch to URLs on ports other than 80

Not sure if it's exactly what Adrian describes. It sounds like Sean is
using the LTI consumer, and the JIRA Adrian mentions is for LTI producers.
That said, it's probably a very similar issue. Somewhere along the way your
:8080 is getting dropped.
