[Building Sakai] 2.9 build error

Yea, looks like sitestats was released a month ago. I'm thinking that they
only keep snapshots in the repository for about a month before they are
removed.

Generally you'd have better reliability building off the 2.9.x-all, but
that still probably would have caused this same problem I guess since that
version of sitestats is incorrect too.

I updated it to 2.3.5-SNAPSHOT in master.
