[Building Sakai] 2.9.x Browsers Supported, curious

Microsoft themselves urge people to not use IE6. We should not be wasting
time supporting it (I know I have in the past). If you want to run
unsupported browsers, you need to shoulder the risk.

Its simple to upgrade browsers these days, and if an IT department is
managing software installations and preventing people from upgrading
themselves, it is their responsibility to stay on top of this. Even running
IE7 is irresponsible IMO.
