[Building Sakai] Turnitin & Assignments (1)

This was added so that additional instructors who had not yet created 
(and / or weren't going to) create Turnitin assignments would be added 
to the class in Turnitin and so be able to access assignments created by 
other instructors

Evidently this has proven a bit heavy handed, so for the short term I'll 
see about adding a property so this behaviour only occurs if it's 
specifically set
