[Building Sakai] Add attachments to Forums New Topic CLE 2.8

[Ramachandran,Narasi]

We are unable to add attachments using the "Add Attachments" feature in 2.8 when creating a new forum or topic. Replies to a topic does not present this issue. Has anyone seen this in their instance? Any insight will be greatly appreciated.
