[Building Sakai] Too many copies of log4j.jar ??

This is correct,

And as Dave said this is fixed in rsf 0.7.5, but a lot of these tools (some
even on trunk) haven't been even updated yet to 0.7.5 yet (they're still on
0.7.4).
For instance the site manage helpers you noticed in 2.9
https://source.sakaiproject.org/svn/site-manage/branches/sakai-2.9.x/site-manage-participant-helper/pom.xml

They all need to be updated ideally to 0.7.6 to fix the site language
problem.. However there's a pretty big blocker on 0.7.6 that was discovered
in lesson builder which will likely require another release of RSF in the
near future and fixed again.

The tiny change in 9 poms is tracked in
https://jira.sakaiproject.org/browse/SAK-22448.

All these tools and parts of the tools that use RSF should also be tested
to make sure they still work.
