[Building Sakai] Why is ResourceLoader.getLocale called so many times?

Hi all,

Does anyone know why ResourceLoader.getLocale is called so many times? On a simple load of the gateway page it is called approximately 400 times.
And when each tool starts up it is also called 8 times, sometimes more.

Is there a specific reason for this? To see for yourself:

log.config.count=1
log.config.1=DEBUG.org.sakaiproject.util.ResourceLoader
