[Building Sakai] CKEditor behavior observations in Samigo

I'm working with a client who has been doing development, beta testing 
and pilot testing using Sakai 2.9 and ckeditor for about a year.  The 
only ck editor problems we've had we have tried to fix, like a recent 
localization support patch Noah helped produce.
