[Building Sakai] Variables in xlogin.vm

That logic comes from lines 280 &c of

./login/login-tool/tool/src/java/org/sakaiproject/login/tool/SkinnableLogin.java

and pulls messages from a translation file based on the type of login
failure, so probably not what you want.
